While reading the Phelps letter we came across the CARE website for Tacoma’s Filthy 15. The site gives a status on 15 run down, collapsing, or empty homes or buildings in the city. My first surprise was the number of homes I recognized from our general neighborhood. My second surprise was discovering that our city’s own art house on Fawcett is part of the list.
