Would something like Argosy Cruises or Ride the Ducks work in Tacoma?  Seattle has a bay.  Tacoma has a bay. Seattle has summer festivals.  Tacoma has summer festivals.  Seattle has a booming waterfront with a wide variety of activities.  Tacoma has… water.

Any ‘outside the box’ thoughts that could bring a few people to our water and our shores?
