FIRST READING OF ORDINANCES
Ordinance No. 28054 (First and Final Reading) Approves and confirms the Assessment Roll for Sidewalk Construction Fund SCF-11 for the cost of construction, reconstruction, or repair of sidewalks at 91 locations throughout the City. It sounds like some sidewalks will be getting fixed.

Erik Hanberg read Field of Dreams excerpt, and announced that the next “Tacoma Reads” book is Michael Chapin’s Shoeless Joe, which you can pick up from the Tacoma Public Libraries, or buy your very own copy at King’s Books. There will be a variety of events related to the book.

Purchase Resolution No. 38445 Awards contracts to:
1. McClure and Sons, Inc., on its bid of $1,592,329.00, sales tax not included, plus a 20 percent contingency, for a cumulative total of $1,910,794.80, budgeted from the Wastewater Fund, for improvements to the Central Treatment Plant’s High Purity Oxygen Generation Facility – [John O’Loughlin, Science and Engineering Division Manager; Dick McKinley, Director, Public Works]; and
2. Orion Marine Contractors, Inc., in the amount of $546,000.00 for the first year, including sales tax, budgeted from the Streets Special Revenue Fund and the Capital Project REET Fund, for operating and maintaining the Hylebos Bridge, for a three-year period. The bridge hasn’t been operated in many years, so the Coast Guard is requiring 24/7 operation initially, until an application can be made to reduce operations – either to on-call (as it used to be), or at least to reduced operating hours.
Resolution No. 38446 Authorizes the execution and conveyance of a subterranean easement to the Washington State Department of Transportation for the installation of a soil nail retaining wall located adjacent to McKinley Park to support the plan to widen northbound Interstate 5, which includes a High Occupancy Vehicle lane, in the amount of $4,000. This resolution will allow for structural changes needed to widen I5 and allow for an HOV lane. The changes will not affect surface uses of the adjoining park.
Resolution No. 38447 Accepts a 2011 Drinking Water State Revolving Fund loan, in the amount of $6,060,000; and authorizing the execution of a low-interest loan agreement with the Washington State Public Works Board for a term of 20 years for the McMillin Reservoir Replacement Project. [Michael Washington, Principal Engineer; Linda McCrea, Superintendent, Tacoma Water]
This low-interest (1.5% over 20 years) loan, courtesy of a state-operated, EPA funded program to improve drinking water, will allow fund a project to cover McMillin Reservoir per an agreement with the state. This low-interest loan represents savings to customers over getting the funding elsewhere.
Resolution No. 38448 Accepts a 2011 Drinking Water State Revolving Fund loan, in the amount of $6,060,000; and authorizing the execution of a low-interest loan agreement with the Washington State Public Works Board for a term of 20 years for the Green River Filtration Facility Project. This agreement takes advantage of the same low-interest loan program for improvements to the Green River Project.
Resolution No. 38449 Authorizes the execution of a Collective Bargaining Agreement with the International Brotherhood of Electrical Workers, Local 483, Customer and Field Services Unit, which covers approximately 130 budgeted, full-time positions, and provides in part for zero wage increases in both 2011 and 2012, a market-rate increase in 2013, and a Consumer-based increase in 2014, effective January 1, 2011 through December 31, 2014. Resolution 38450 (added to the agenda today) Expresses the City’s desire to be included in the boundaries of the Pierce County Public Transportation Benefit Area and the City’s support and approval for the proposed new boundary delineation.
This resolution states the City’s support for and desire to be included in the new Pierce County Public Transportation District. It means that Tacoma, which has expressed support and desire for public transportation options, will continue to be served, and to help fund those services, while municipalities that have opted out will not.
FINAL READING OF ORDINANCES
Ordinance No. 28053 Amending Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to provide additional language regarding the temporary pay reduction for non-represented General Government employees. [Joy St. Germain, Director, Human Resources]
PUBLIC HEARINGS AND APPEALS
This is the date set for a public hearing by the City Council on the proposed conveyance of 12,511 square feet of property located within Tacoma Rail Mountain Division railroad right-of-way at Blakeslee Junction, north of Centralia, to the Washington State Department of Transportation. This is part of the project to widen I-5. The property in question is not needed for Tacoma Rail purposes, and so the 12,511 square feet will go to WSDOT for $28,400. There was no public comment.

Tacoma joins Puyallup and University Place in a veritable urban coalition for renewed transit service. Lakewood is next. I can’t wait to go back to the ballot and win. This should have been done years ago.
