After last week’s lengthy Tacoma City Council meeting, we are pleased to report that this week’s meeting was short and sweet, with councilmembers in a playful mood for this holiday week meeting. And here it is:

Resolution No. 38365 Approves the final plat of “Pine Crest Townhomes”, an 8-lot single-family townhome development located at 2902 South 40th Street. (Prizm Surveying, Inc.;
FINAL READING OF ORDINANCES
Ordinance No. 28001 Vacates a portion of the north 12 feet of South 60th Street, between South Tacoma Way and the Burlington Northern Santa Fe Rail right-of-way, to use as part of a display area for a proposed car dealership located at 5840 South Tacoma Way.

Nothing to proclaim, recognize, present or announce. After all it is a holiday week.
PUBLIC COMMENT
One commenter spoke, expressing support for actions that will minimize the negative impact of budget cuts on City employees, and concern for the impact of layoffs on the safety of Tacoma’s streets.

RESOLUTIONS
Resolution No. 38366 Authorizes the execution of a Multi-Family Housing Eight-Year Limited Property Tax Exemption Agreement with Signature Investments, LLC, for the development of 12 new market-rate rental housing units to be located at 4003 South Puget Sound Avenue in the Tacoma Mall Mixed-Use Center.
FINAL READING OF ORDINANCES
Ordinance No. 28029 Authorizes a decrease in the 2012 property tax levy in terms of both dollars and percentage, for a decrease of $849,036.73 from the 2011 levy amount, for the Emergency Medical Services levy.
Ordinance No. 28030 Fixes the amount of the Emergency Medical Services tax levies necessary to identify the amount of the estimated revenues from property tax levies to match estimated expenditures for debt service and other funding requirements.
Ordinance No. 28031 Authorizes an increase in 2011 general property tax revenue in 2012 in terms of both dollars and percentage, for an increase of $277,082 from the previous year’s actual levy amount, for the general property tax levy in 2012.
Ordinance No. 28032 Fixes the amount of the 2012 Ad Valorem tax levies necessary to identify the amount of the estimated revenues from property tax levies to match estimated expenditures for debt service and other funding requirements.
Ordinance No. 28035 Amends Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to implement rates of pay and compensation for non-represented employees, and changes in classifications to reflect the organizational structure.
Ordinance No. 28036 Amends Chapter 1.24 of the Municipal Code, relating to the Personnel Rules, to add a new Section 1.24.880 Leave Without Pay.
A substitute ordinance was proposed to address unforeseen consequences of the mandatory leave without pay being discussed, including concerns regarding vacation pay and sick leave accrual. The Council agreed to Substitute Ordinance 28036, which will now be held over for final reading next week, to allow for public comment.
Ordinance No. 28037 Amends Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to add a new Section 1.12.265 Leave Without Pay.
This ordinance was amended to make it complementary to personnel rules, and to allow for the implementation of an incentive plan for retirement. The ordinance passed with the amendment.

COMMENTS AND COMMITTEE REPORTS OF THE CITY COUNCIL
Councilmember Fey reported briefly on the Environment and Public Works Committee.
Councilmember Boe reminds us that since it’s been raining (in case you hadn’t noticed), we should all keep an eye on the water on our streets, and if you notice ponding or flooding in your neighborhood, call the City Public Works 24-hour surface water hotline at 591-5585.
Other comments from the Council included a reminder that offices will be closed for the holiday this Thursday and Friday, as well as an invitation to all to participate in ice skating, the 66th Annual Broadway Center tree lighting, and holiday sing-along, which Councilmember Boe informs us will be Chitty Chitty Bang Bang this year.
