Vancouver, WA to Grow - 2nd Only to Seattle?

I can’t believe there’s a debate I haven’t been participating in:

The long debate between Tacoma and Spokane over which is Washington’s second-largest city could soon be resolved by Vancouver, which is considering annexing property that would bring 65,000 people into the southwest Washington city.

Does size really matter?  Tacoma is Tacoma.  Spokane is… well Spokane.  It’s cold in Spokane.  At least when I visit.
