Fuzhou builds up links to US cities

The Chinese port city of Fuzhou is one of Tacoma's 12 sister cities. Fuzhou continues to show strong growth, with its port as a major engine driving its economy. Tacoma and Fuzhou have been sister cites for 20 years now.

Leaders from Fuzhou are currently visiting a few US cities. They began in Tacoma, before heading down to San Francisco. Now those leaders are headed to Boston to meet with leaders there, where they plan to sign a new sister city agreement with them.

So if we're sister cities with Fuzhou, and Fuzhou becomes sister cities with Boston, does that make Tacoma and Boston step-sister cities?
