Recount 101: how Pierce County Elections handles a close race

Last week Pierce County Council candidate Stan Flemming conceded the race to his challenger, Derek Young. After nearly a month of recounting ballots, the final numbers showed Young just 93 votes ahead of Flemming.
That's enough to call the race, but it's close enough that a hand recount was necessary. These recounts happen from time to time, and the hand recount is a higher standard, and much more involved process than the machine recount.
