Tacoma City Council Meeting - Feb. 9th, 2010
Tonight’s Tacoma City Council meeting was, once again, a fairly straightforward event with relatively little drama. Plus, Public Comment isn’t what it used to be. The only person to come forward for Public Comment was David Madeira from the Lemay Museum. Where are the comments? Are there no opinions in 2010? Here are our notes:

FIRST READING OF ORDINANCES
Ordinance No. 27872 vacating the east 160 feet of the alley right-of-way between South 18th and South 19th Streets west of Lawrence Street, for the development of a mixed-use office/commercial building with associated off-street parking and landscaping.
PROCLAMATIONS
- Mayor Strickland proclaimed/recognized February 12th to 14th as the 10th anniversary of Reverend Gregory Christopher at Shilo Baptist Church.
- Mayor Strickland proclaimed February 12th to 15th, 2010 as the Great Backyard Bird Count Days in the City of Tacoma. Awesome. More information on how to participate can be found at BirdSource.org.

RESOLUTIONS
Purchase Resolution No. 37981 awards contracts to:
- RePipe-California, Inc., on its bid of $1,115,012.86, budgeted from the Wastewater Fund, for the 2009 Annual Sanitary Cured-In-Place Pipe Rehabilitation Project; and
- MidMountain Contractors, Inc., in the amount of $650,000.00, for a cumulative total of $2,593,365.00, budgeted from the Streets Special Revenue Fund, to increase the contract for additional work on the East 34th Street Bridge rehabilitation.
The following part of the resolution was removed by request of staff:
- Clements Brothers, Inc., in the amount of $70,000.00, plus sales tax, for a cumulative total of $726,862.09, budgeted from the Capital Projects Fund, to increase the project for additional project work on the Tacoma Chinese Garden and Reconciliation Park Phase II;
Resolution No. 37982 authorizes the execution of an amendment to the agreement with Moss Adams LLP, in the amount of $34,000, for a cumulative total of $370,938, budgeted from various utility funds, to perform an additional component unit audit of the Beltline and Mountain Rail Divisions.
Resolution No. 37983 authorizes the execution of an agreement with Catholic Community Services of Western Washington, in the amount of $288,150, budgeted from the General Fund, for the delivery of human service programs for the period of January 1, 2010 through December 31, 2010.
Resolution No. 37984 authorizes the execution of a revised Third Amendment to the Harold E. LeMay Museum Option and Development Agreements. Detailed previously here.
FINAL READING OF ORDINANCES
Ordinance No. 27871 authorizes Tacoma Rail to reissue switching tariff TMBL 8807, and to adjust freight rates based on the cost of service charges, effective March 1, 2010.

Well, we haven’t seen much in terms of initiative from Council just yet. Maybe it’s because most of them are newbies.
Council isn’t the public utility board for general government – simply keeping an eye on the bureaucracy. There are supposed to be real initiatives and leadership taking place here. I hope to see them in the near future.
