Tacoma City Council Meeting for April 27, 2010

Not much to say about this evening’s meeting. The resolution that was held over from last week appeared and was approved with relatively little comment. Total time from start to finish was about 30 minutes. Here are our notes:

COMMUNICATIONS

  • Hearing Examiner recommending approval of a modification to a previously approved reclassification to modify the development plans to allow for the future construction of a 69,425-square-foot self-storage complex divided amongst five separate structures, located on the southeast quadrant of the State Route 16 and South 19th Street interchange, at 2121 South Orchard Street and 5016 South 21st Street.

PROCLAMATIONS

  • Mayor Strickland proclaimed the week of April 26th through May 2nd, 2010 as Historical Society Week in the City of Tacoma.
  • Mayor Strickland proclaimed April 30th, 2010 as Walk A Mile in Her Shoes Day and the Month of April 2010 as Sexual Assault Awareness Month in the City of Tacoma.

RESOLUTIONS
Resolution No. 38014 authorizes the execution of an eight-year Multi-Family Housing Limited Property Tax Exemption agreement with North 2nd Street Properties, LLC, for the development of four market-rate, for-sale housing units, located at 219 North J Street in the Stadium Mixed-Use Center. We described the development last week . If you want more information, here is the project’s application (pdf).

Purchase Resolution No. 38016 awards a contract to:

  • GeoDesign, Inc., in the amount of $498,417.01, budgeted from a federal grant and the Streets Special Revenue Fund, for geotechnical and structural work on the hillside below Stadium Way at Schuster Parkway. This was described as the kickoff of the Stadium Way project. This will also take into account future requirements like the LINK extension. The City will also look to see if the trail system along the hill can be re-established.

Resolution No. 38017 creates, and appoints individuals to, the Affordable Housing Policy Advisory Group.

Resolution No. 38018 grants two slope easements, two temporary construction easements, and a quit claim deed to the Washington State Department of Transportation, for a total amount of $223,565.17; accepting and depositing said sum into the Tacoma Rail Mountain Division Fund, for certain property rights along the Tacoma Rail Mountain Division rail corridor in Lewis and Thurston Counties.

Resolution No. 38019 authorizes the execution of a Collective Bargaining Agreement with Teamsters Local 117, Public Assembly Facilities Unit, which covers 32 budgeted, full-time positions, and provides in part for wage increases, shift differentials for employees working swing and graveyard, and overtime pay for split shifts, effective January 1, 2008 through December 31, 2010.

FIRST READING OF ORDINANCES
Ordinance No. 27885 amending Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to implement rates of pay and compensation for employees represented by Teamsters Local 117, Public Assembly Facilities Unit, which covers 32 budgeted, full-time positions.

Ordinance No. 27886 amending Title 1 of the Municipal Code, relating to Retirement and Pensions, to remove requirements of separate specific year actuarial studies of active and retired members; adding language allowing future actuarial studies to be combined, and going forward to continue the existing practice of conducting actuarial studies at least as often as required by state law; and changing all instances of the outdated spelling of the word “employes” to “employees.”

    Stadium Way project… had a feeling a new city was just around the corner.

    That Stadium Way hillside is moving – not earth shattering news I know. Note the lack of fir trees (ball root) that should be a natural fit from nature. Ball root trees fall over when the ground under them is moving… so if you’re ever looking at a house on a hillside and there’s no fir trees, look out!
    I suspect this project will be quite expensive because of stabilization efforts needed for that hillside.

    What kind of support will Tacoma City Council members need to pass a resolution that suspends city support of any travel to, or officially entertaining visitors from, Arizona until the anti-immigrant law is rescinded?

    I think I first heard the term “sloughing” in relation to Stadium Way on this site from a Mr. David Boe. It is a little frightening, you can see the potential fault line in the pavement of the street pretty much all the way up from Pacific.

    What’s even more frightening is the potential of it being closed for a couple of years. Anyone up for sitting through multiple light cycles at 30th & McCarver?
