Tacoma City Council Meeting for August 3, 2010
PROCLAMATIONS, RECOGNITIONS, PRESENTATIONS, AND ANNOUNCEMENTS
Mayor Marilyn Strickland called to the dais Boy Scout Troop 300 from Pacific Harbors Council to earn their “Citizenship in the Community” badge by leading the salute to the flag. The lads performed patriotically and admirably.
Due to National Night Out, the Citizens’ Forum was postponed until the next meeting of the Council on August 10th.

APPOINTMENTS
RESOLUTIONS
Resolution 38085 Appointing and reappointing individuals to the Tacoma Area Commission on Disabilities, Landmarks Preservation Commission, Planning Commission, and Tacoma Housing Authority.
- The council approved an amendment to the resolution correcting a typed transposition of appointees and district numbers, then approved the resolution.
FINAL READING OF ORDINANCES
Ordinance No. 27909 Amending Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to implement rates of pay and compensation for employees represented by the International Brotherhood of Electrical Workers, Local 483, Water Division Unit and Supervisors’ Unit.
Ordinance No. 27910 Amending Title 16 of the Municipal Code by repealing and reenacting Subtitle 16B, relating to telecommunications systems.
Ordinance No. 27911 Amending Chapter 1.23 of the Municipal Code, relating to the Hearing Examiner, to give the Hearing Examiner jurisdiction over telecommunications systems licenses, special street use permits, and telecommunication franchises.
FIRST READING OF ORDINANCES
Ordinance No. 27912 Amending Title 13 of the Municipal Code, entitled “Land Use Regulatory Code,” to modify the enforcement, penalty provisions, and processes to better address violations of the Land Use Regulatory Code.
Ordinance No. 27913 Amending Chapter 1.23 of the Municipal Code, relating to the Hearing Examiner, to give the Hearing Examiner jurisdiction over appeals from enforcement matters associated with the Land Use Regulatory Code.
- Mayor Strickland called upon Lisa Spadoni (Tacoma Building and Land Use Services) to summarize public comment on and the effects of the proposed ordinances. Comments and questions from Council Members Boe and Mello were addressed in regards to administrative changes, workload and economic impacts.

- In closing, Mayor Strickland described National Night Out, and explained how to participate.
- Council Member Marty Campbell encouraged everyone to pick up this week’s edition of The Weekly Volcano, which features “The Best of Tacoma.” Mayor Strickland was voted best politician, he noted, and Council Member David Boe was voted to have the best hair. Mr. Boe expressed gratitude for the recognition.

I am the genuine and original desert rat shorty, buy my song book. accept no substitutions. Also, thought the lost’s mom bit reached a new meta-meta level.. not sure you could experience that anywhere else. Exit133 is truly blessed.
Seriously though, I can’t be everywhere at once. More people need to speak out on the evil clear channel digital billboard monopoly.

It is a tough thing in this city to not become a member of the local C.A.V.E. chapter (C.A.V.E. = Citizens Against Virtually Everything). The primary reason is not because we wish to be the “Party of Nope” but rather our “designated hitters” fail, time and again to provide for full, open, and transparent processes. This begins with the City Manager and Staff, extends to the compartmentalized committee system of the council, and the poor manner of providing public information. A citizen could literally attend meetings, all day, every day, and still not know what is going on. By the time an item reaches the level of community conciousness it has been vetted at enough “public meetings” for a staffer to loudly proclaim and babble about “out reach to stakeholders” (the anti-vampire caucus) and “broad community input” (builders association and former councilmembers turned radio talk show hosts).
Maybe we should just form a shadow council and allow our opposition councilmembers to consider the same agenda and same proposals. I’m sure the outcomes would be different.

let’s not kid ourselves. the way this was sprung on the council by City Manager and Troop of Lawyers was lower than a snakes belly in a wagon rut. I can tell you when a lawyer is screaming at you to take the deal against an enemy with limitless resources you poop your pants with fear and compromise. The thing is, and the records will show, any city council do stand up to clear channel in the courts HAS WON, AND WILL WIN.
We’re not talking about a treatment plant or something of any cultural/civic benefit.. we’re talking about giant 24hr automated SPAM towers!!!!!!!!!!! They suck calories from our grid like a tapeworm and crate yet another area for the people to MENTALLY BLOCK OUT—LITERALLY FORCING PEOPLE TO CARE LESS ABOUT TACOMA!
Where are the torches and pitchforks? Earth to goodspaceguy, The ‘sheeple’ are already in outerspace.

Is this true? If so, the council needs to back out of this deal.
Hmm, I thought 85% of all billboards gone was a good solution but if everyone else is winning lawsuits against Clear Channel, then we should too.
