Tacoma City Council Meeting for June 22, 2010

Tonight’s City Council was a relatively calm event. One hour long with just a few comments. Here are our notes:

PROCLAMATIONS
Tonight’s City Council meeting included the announcement of the winner of the Ethnic Fest Poster Contest that was open to all high schools in Pierce County. Ethnic Fest is July 24th and 25th, 2010. For more information head to EthnicFestTacoma.org

PUBLIC COMMENT
Larry Hinning (?) came forward during public comment. He has a hot dog cart and was looking for some clarification on a few of the rules.

COMMUNICATIONS
City Clerk forwarding the Findings of Fact, Conclusions of Law and Recommended Disposition of the Board of Ethics regarding Board of Ethics
Complaint No. 10-001 Council Member David Boe, a response letter from Council Member Boe, and a Concurring Opinion from Mr. Stan H. Betts, Vice Chair of the Board of Ethics. This is for information purposes only and no vote is needed.

RESOLUTIONS
Purchase Resolution No. 38054 awards contracts to:

1. Lincoln Construction, Inc., on its bid of $267,238.50 budgeted from the CMO Special Revenue Grant Fund, for Fire Headquarters HVAC Replacement;
2. WM. Dickson Co., on its bid of $949,967.75 budgeted from the Streets Special Revenue Fund, for permanent street, storm sewer, sanitary sewer, and water utility improvements associated with Local Improvement District No. 8651, located at:
• North 29th Street between Monroe and Proctor Streets;
• North 28th Street between Union Avenue and Washington Street,
• North Verde Street between North 36th and North 37th Streets; and
• South 94th Street between Alaska Street and the dead end;
• Xerox Corporation, in the amount of $3,000,000.00, budgeted from the Graphic Services Fund, for the lease and maintenance of multifunctional and networked printing devices for a five-year period;
• Staffpro Security Inc., in the amount of $1,100,000.00, for a cumulative total of $3,530,000.00, budgeted from the Tacoma Dome Fund and Greater Tacoma Convention and Trade Center Fund, to increase the contract for security services at Public Assembly Facilities through August 31, 2011
• Capital Industries, Inc., in the amount of $348,980.00, plus sales tax, for a cumulative total of $697,960.00, budgeted from the Solid Waste Fund, to increase and extend the contract for metal drop-off solid waste containers through October 28, 2011

Resolution No. 38055 authorizes the execution of Addendum C with the International Brotherhood of Electrical Workers, Local 483, Water Pollution Control Unit, which consists of 49 budgeted, full-time positions, and provides for wage increases to reflect the 70th percentile of the market, retroactive to January 1, 2010.

Resolution No. 38056 supports the pursuit by the Metropolitan Development Council and its community partners of a U.S. Department of Education for Promise Neighborhoods planning grant to implement a new program investing in the future of children by building a pipeline of social, educational, and health supports in underserved communities in urban, suburban, and rural areas across America. The hilltop neighborhood has been chosen as the focus of this effort.

FINAL READING OF ORDINANCES
Ordinance No. 27895 amends Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to implement rates of pay and compensation for employees represented by the Brotherhood of Locomotive Engineers, which consists of 23 budgeted, full-time positions, effective July 1, 2010.

Ordinance No. 27896 creates a new fund in the treasury of the City of Tacoma to be known and designated as the “Traffic Enforcement, Engineering, and Education Fund,” effective for the 2011-2012 Budget.

Ordinance No. 27897 amends Chapter 6B.180 of the Municipal Code, relating to sidewalk vending, to add merchandise sales of arts and crafts of original creation, update license application requirements for a sidewalk vendor, extend the license term to 12 months, add an additional location at Tollefson Plaza for all licensed vendors to sell their products, add sidewalk vending unit restrictions, and clarify license
revocation or denial reasons. Councilmember Campbell made one change that allowed the carts to be up to 96 inches long from 72 inches.

FIRST READING OF ORDINANCES
Ordinance No. 27898 granting a non-exclusive telecommunications franchise to the Port of Tacoma, to construct, operate, and maintain a telecommunications system within the City of Tacoma rights-of-way.

PUBLIC HEARINGS AND APPEALS This is the date set for a public hearing by the City Council to consider the 2010 Human Services Strategic Plan.

The plan identifies three strategic priorities that direct the city’s involvement in human services:

1. Prepare children and youth for success
2. Increase employability and self sufficiency for adults
3. Meet basic needs of Tacoma residents.

Each priority has specific goals. The plan also identifies a series of strategies to address human services issues.

Comments

• Liz Dunbar from the Tacoma Community House and the Human Services Coalition came forward to encourage the adoption of the plan.
• Duane Wilkerson from the Pierce County AIDS Foundation came forward to strongly encourage the adoption of the plan.
• Liz Heath from the Non-Profit Center came forward to echo the previous comments and suggest a greater emphasis on mental health than is what is in the plan now.
• David Strom came forward to ask that HIV / AIDS be specifically called out in the plan.
• Connie Brown from the Tacoma Pierce County Affordable Housing Consortium to recognize that this is a “very balanced strategic plan” and she appreciates the balance.
