CONSENT AGENDA

RESOLUTIONS
Resolution No. 38152 authorizes the execution of an interlocal agreement with the Puget Sound Clean Air Agency, in the amount of $4,077,420, including a Tacoma Rail funding match of $1,795,588, for the repower or replacement of three switcher locomotives and the installation of onboard wheel lubrication sticks on eight switcher locomotives.

PROCLAMATIONS, RECOGNITIONS, PRESENTATIONS, AND ANNOUNCEMENTS

Mayor Marilyn Strickland read a proclamation designating the week of December 6-10 as “Employee Learning Week” in the City of Tacoma.

PUBLIC COMMENT

  • One person spoke about the Business and Operation tax threshold increase. He thanked the Council for considering the tax threshold and encouraged them to pass it.

REGULAR AGENDA

RESOLUTIONS
Purchase Resolution No. 38153 awards contracts to:

  1. U.S. Oil Trading LLC, in the amount of $158,625, plus sales tax, and Sound Refining, Inc., on its bid of $429,000, plus sales tax, for a combined total of $587,625, budgeted from the Asphalt Plant Fund, for bulk asphalt oils on an as-needed basis for a one-year period, with the option to renew for four additional one-year periods, for a projected contract total of $2,938,125 – Specification No. PW10-0737F;
  2. Pease Construction, Inc., in the amount of $120,000, sales tax not applicable, for a cumulative total of $519,992, budgeted from the Streets Special Revenue Fund, to increase the contract for additional work on the Spanish Steps Historic Rehabilitation project – Specification No. PW10-0048F; and
  3. U.S. Security Associates Inc., in the amount of $270,000, sales tax not applicable, for a cumulative total of $470,000, budgeted from the Solid Waste Fund, to increase the contract for uniformed security officer services at the Landfill – Specification No. PW08-0581F.

Resolution No. 38154 authorizes the execution of Amendment No. 2 to the agreement with Moss Adams LLP, in the amount of $657,667.30, for a cumulative total of $1,028,605.30, budgeted from various utility funds, to extend the time for performance unit audits to include the years 2010, 2011, and 2012.

Resolution No. 38155 authorizes the execution of Amendment No. 262 to the Tacoma Community Redevelopment Authority (TCRA), to approve the 2011-2012 Administration and Operating Budget for the TCRA.

FINAL READING OF ORDINANCES
Ordinance No. 27958 amends Chapter 6A.30 of the Municipal Code, relating to Business and Occupation Tax, to increase the annual gross income taxable minimum threshold from $75,000 to $250,000 beginning January 1, 2011; and adding a tax credit to incrementally increase the taxes paid for gross income over $250,000 and up to $300,000.

Ordinance No. 27959 amends Chapter 6A.20 of the Municipal Code, relating to Admission Tax, to exempt Class B license holders from the cabaret tax.

PUBLIC HEARINGS AND APPEALS

This is the date set for a public hearing by the City Council on the recommendations of the Human Services Commission for community services funding for local human services programs.

  • A psychologist with Catholic Community Services spoke about the importance of services provided by the organization, such as mental health treatment and others.

  • Nancy Vignec, Community Services Director for the Tacoma Housing Authority said the organization is grateful for the funding it have received.

  • Pierce County AIDS Foundation Executive Director Duane Wilkerson thanked the committee for their hard work designating the funding. He said good community services organizations are very cost-effective for the city to support.

  • Development Director for the Emergency Food Network Jeff Klein spoke about the organization’s increased budget for increased need in the community.

  • YWCA Executive Director Miriam Barnett thanked the commission for the comments given with the grant application. She said this is feedback that organizations rarely receive from their funders.

  • Sandy Roszman, president of the board of FISH Food Banks, thanked the commission for their recommendations.

  • Janne Hutchins, Executive Director for the Lakewood Area Shelter Association thanked the commission.

  • Two woman from the HOPE/Sobering Center of Tacoma thanked the commission for their support and spoke about the service they have offered to the community over the years.
