Tacoma City Council Meeting for October 26, 2010
We had a few technical difficulties this week, but at long last here are our notes from Tuesday’s meeting:
CONSENT AGENDA
RESOLUTIONS
Resolution No. 38131 set Tuesday, November 9,2010, at approximately 5:30 p.m., as the date for a public hearing on the 2011-2012 Biennial Budget and the 2011-2016 Capital Facilities Program.
Resolution No. 38132 set Tuesday, November 9,2010, at approximately 5:30 p.m., as the date for a second public hearing to set the proposed Ad Valorem tax levies and other General Fund revenues.
Resolution No. 38133 authorized the execution of an interlocal agreement with Pierce County, in the amount of $70,624 annually over a six-year period, for a cumulative total of $423,744, budgeted from the Wastewater and Surface Water Funds, for the U.S. Army Corps of Engineers’ General Investigation Project for the Puyallup River Basin.
PROCLAMATIONS, RECOGNITIONS, PRESENTATIONS, AND ANNOUNCEMENTS
- Mayor Marilyn Strickland read a proclamation designating November 2010 as Art at Work: Tacoma Arts Month.
- Strickland read a proclamation commended a delegation from Fuzhou, China for their extraordinary hard work on the Chinese Reconciliation Project.
PUBLIC COMMENT
- A representative from Local 120 thanked the city for its support in negotiations regarding the SAP contract.
REGULAR AGENDA
RESOLUTIONS
Purchase Resolution No. 38134 awarded contracts to:
- Siemens IT Solutions and Services, Inc., in the amount of $1 ,069,018.00, including sales tax, budgeted from the Information Systems Fund, for an
SAP Technical Migration Systems Integrator – Specification No. IT10-0576F (Continued from the meeting of October 12, 2010); - Active Construction, Inc., in the amount of $439,386.00, including sales tax, for a cumulative total of $2,973,309.10, budgeted from the Streets Special Revenue Fund, to increase the contract for additional work on South Tyler Street between South 52nd and South 56th Streets – Specification No. PW09-0856F; and
- Rognlin’s, Inc., in the amount of $10,930.00, including sales tax, for a cumulative total of $660,512.96, budgeted from the Tacoma Rail Mountain Division Capital Projects Fund, to increase the contract for additional work to upgrade the McKenna siding and removal of a chain link fence – Specification No. PW09-0675F.
Resolution No. 38135 authorized the execution of an agreement with Reid Middleton, in the amount of $319,000, budgeted from the 2009 LTGO Bond Series E Fund, to perform design, permitting, and construction support services for the repair of the Old Town Dock.
This project would reopen the Old Town Dock on Ruston Way.
Resolution No. 38136 authorized the execution and delivery of a bond purchase contract, in the aggregate principal amount not to exceed $81,400,000, for the 2010 Limited Tax General Obligation Refunding Bonds and the 2010 Unlimited Tax General Obligation Refunding Bonds.
Resolution No. 38137 authorized the execution and delivery of a bond purchase contract, in the aggregate principal amount not to exceed $5,200,000, for the Convention Center and Parking Revenue Refunding Bonds, Series 2010.
FIRST READING OF ORDINANCES
Ordinance No. 27938 amends Chapter 6B.1 0 of Municipal Code, relating to general license provisions, to make all civil penalty amounts $250, to be consistent throughout the Municipal Code.
Ordinance No. 27939 amends Chapter 8.122 of the Municipal Code, relating to noise enforcement, to ensure notice requirements and appeal periods are consistent throughout the Municipal Code.
Ordinance No. 27940 amends Chapter 8.30 of the Municipal Code, relating to public nuisances, to clarify definitions, eliminate duplicate provisions, allow for consistent civil penalties, and add provisions for repeat offenders.
PUBLIC HEARINGS AND APPEALS
This is the date for a public hearing by the City Council on the proposed Ad Valorem tax levies and other General Fund revenues. Read more in this week’s agenda.
No citizens signed up to comment during the public hearing.
COMMENTS AND COMMITTEE REPORTS OF THE CITY COUNCIL
Councilmember Victoria Woodards thanked the soon-to-retired Cheryl Jensen in the City Manager’s Office for her hard work over the years.
Councilmember David Boe reminded people that this Friday is the last Walk Tacoma lunchtime walk.
Mayor Marilyn Strickland reminded people about Thursday’s Spaceworks Tacoma Halloween party, and Saturday’s Walk for Reconciliation.
