Tacoma City Council Meeting - Jan. 12th, 2010

Not much to say this evening. Tonight’s Tacoma City Council meeting was a fairly straightforward event with no drama or excitement. The year continues … here are our notes:

C O N S E N T A G E N D A

RESOLUTIONS
Resolution No. 37967 authorizes the execution of an amendment to the grant agreement with the National Association of Child Care Resource & Referral Agencies, in the amount of $13,090, for a cumulative total of $379,605; accepting and depositing said sum into the Human Rights and Human Services Special Revenue Fund, to support the further development and maintenance of military-certified child care providers in Pierce County through December 15, 2009.

Resolution No. 37968 approves the final plat of “Alder Street,” a 7-lot single-family townhome subdivision located at 3110 South 43rd Street.

PROCLAMATIONS, RECOGNITIONS, PRESENTATIONS, AND ANNOUNCEMENTS
Pat Irwin, principal at Lincoln High School, came before the council to announce the this year’s book for Tacoma Reads Together. The ninth book int his series is the Maltese Falcon by Dashiell Hammett. There’s a Tacoma connection with this book and we look forward to year’s worth of programming to support it.

Mayor Strickland proclaimed January 11th through 15th as DECA week in the City of Tacoma with a specific reference to Lincoln High School’s DECA program.

Mayor Strickland proclaimed January 2010 as National Mentoring Month in the City of Tacoma.

APPOINTMENTS
Amended Resolution No. 37973 appoints Councilmember Victoria Woodards to serve on the Environment and Public Works Committee and Councilmember Joe Lonergan to the Pierce County Puyallup River Flood Control Task Force.

RESOLUTIONS
Purchase Resolution No. 37969 awards contracts to:

  1. Ebenal General, Inc., on its bid of $771,609.53, including sales tax, budgeted from the Public Works Streets Special Revenue Fund, for the Foss Harbor Esplanade Site 11 project, including a 304-foot esplanade with lighting, railing,
    and park benches, and the installation of 32 new piles to support the new esplanade. While last week revealed concerns about this project, all that came up for public comment expressed their support for the developer and this project; and
  2. Wm. Dickson Co., on its bid of $754,209.54, including sales tax, budgeted from the Public Works Surface Water Fund, for the South 23rd Street Surface Water Treatment Retrofit Project.

Resolution No. 37970 approves the General Government Fee Schedule for special and miscellaneous services, to include charges to the public for various departmental services. The fee schedule was last updated in 2006. The proposed changes come from various departments.

Resolution No. 37971 expresses support for the passage of the Tacoma School District’s Educational Programs and Operations Replacement Levy and School Facility Improvements and Technology Upgrades Levy propositions at the special election to be held on Tuesday, February 9, 2010, which read as follows:

Proposition No. 1 – Educational Programs and Operations Replacement Levy
The Board of Directors of Tacoma School District No. 10 adopted Resolution No. 1858 concerning educational funding. If approved, Proposition No. 1 would permit the District to maintain educational programs and small classes, fund day-to-day operations, including teachers, instructional aides, librarians, nurses, technology support, athletics, arts, music and safety programs, textbooks and classroom materials, and maintain playgrounds/playfields, by authorizing the levy on all taxable property within the District.

Proposition No. 2 – School Facility Improvements and Technology Upgrades Levy
The Board of Directors of Tacoma School District No. 10 adopted Resolution No. 1859 concerning school facility improvements and technology upgrades. If approved, Proposition No. 2 would permit the District to renovate or replace three schools and, district-wide, address health, safety, and security upgrades, energy-efficient heating/lighting, roofs, electrical, plumbing, playground/playfield and technology improvements by authorizing the levy of excess taxes upon all taxable property within the District.

Council voted on Proposition 1 and 2 individually before voting on the resolution as a whole. Proposition 1 is a replacement levy and represents 22% of the school’s operating funds.

Resolution No. 37972 authorizes the execution of Supplement No. 8 to the agreement with David Evans and Associates, Inc., in the amount of $50,000, for a cumulative contract total of $342,404, budgeted from the Public Works Special Revenue Fund, to provide on-call engineering services for the East 34th Street Bridge project through December 31, 2011.

FINAL READING OF ORDINANCES
Ordinance No. 27869 amends Chapter 1.12 of the Municipal Code to implement rates of pay and compensation for employees represented by the District Lodge 160, on behalf of Local Lodge 297 of the International Association of Machinists and Aerospace Workers, General Unit, covering 102 budgeted, full-time equivalent positions.

FIRST READING OF ORDINANCES
Ordinance No. 27870 creating a new fund in the Treasury of the City of Tacoma to be known and designated as the Permit Services Fund; and making the establishment of the Permit Services Fund retroactive to January 1, 2009.
