Tacoma City Council Meeting - June 30th, 2009

This last Tuesday’s Tacoma City Council meeting would’ve been pretty darn quick had it not been for the public hearing. Sorry for the delay in getting this online. An unhappy laptop and some firework-laden holiday slowed things up a bit. That said, here’s the regular agenda part of the meeting:

RESOLUTIONS

Purchase Resolution No. 37817 awards a contract to Wireless Access Technologies, Inc., in the amount of $150,000 for a cumulative total of $575,000, to increase the contract for semi-ruggedized computer laptops, hardware, and accessories for police officers.

FINAL READING OF ORDINANCES

Ordinance No. 27812 amends the Comprehensive Plan by modifying the Environmental Policy Element, the Capital Facilities Element, and the Neighborhood Element regarding stormwater management; revising the Transportation Element by adding ten unfunded projects located in the eastside of Tacoma; and revising the Growth Strategy and Development Concept Element regarding the boundary of the South 56th Street and South Tacoma Way Mixed-Use Center.

Amended Ordinance No. 27813 amends Title 13 of the Municipal Code, relating to the Land Use Regulatory Code, by modifying the annual amendment procedures and timeline, revising critical areas regulations to achieve consistency with shoreline regulations, changing various code sections to address inconsistencies, and correcting errors including modifying the zoning classifications for certain properties.

Ordinance No. 27814 amends Chapter 1.12 of the Municipal Code, relating to the Compensation Plan, to implement rates of pay and compensation negotiated with the International Brotherhood of Electrical Workers, Local 483, Custodial and Building Maintenance Unit and the District Lodge 160, on behalf of Local Lodge 297, of the International Association of Machinists and Aerospace Workers, Tacoma Rail Mechanics Unit, which together cover 43 budgeted, full-time positions, effective retroactive to January 1, 2009.

Ordinance No. 27815 amends Chapter 1.90 of the Municipal Code, relating to Local Employment and Apprenticeship Training Program (LEAP), to provide for enhancements to LEAP by expanding the definition of the LEAP-qualified participant to include residents of the Tacoma Power Hydro and Tacoma Water Green River Headworks and Watershed project areas.

FIRST READING OF ORDINANCES
Ordinance No. 27816 accepts and deposits $750,000 from the United States Fish and Wildlife Service into the Foss Waterway Development Authority (FWDA) Fund; authorizing an interest-bearing interfund loan in the amount of $250,000 from the CSERV Fund to the FWDA Agency Fund; appropriating $1,000,000 from the Capital Projects Foss Waterway Fund to provide guest moorage and expand the capability for water-based events in the Thea Foss Waterway; and authorizing the execution of the Second Loan Agreement with the FWDA setting forth the terms and conditions for repayment of $250,000 plus interest.

This is a nationally competitive grant and the Foss project was 1 of only 14 offered nationwide.

At this point the meeting moved to the Public Hearing on Mixed-Use Centers. We have a separate post coming on that one … shortly.

    That grant is actually pretty exciting, sounds like the Foss waterway is getting some more love!

    I would like to see the Red Bull Flugtag event on the Thea Foss waterway… maybe at the next tall ships fest??!!
